The Rt. Rev. John Baptist Kaggwa was Bishop Emeritus of Masaka Diocese. He was born at Bulenga – Busega Parish on 22nd March 1943 in Kampala Archdiocese. He was ordained Priest on 12th December 1971 by the Late Emmanuel Cardinal Nsubuga at Lubaga Cathedral.
He taught in Nswanjere Preparatory Seminary (1972-1975), founded and taught in St. Mbaaga’s Major Seminary (1976-1983), at the same time served as Parish Priest of Ggaba Parish, taught in Kisubi Minor Seminary for one year and served as Parish Priest of Christ the King Parish in Kampala Archdiocese. He was sent to Rome to specialize in Canon Law and Civil law at the Lateran University obtaining a BA, an MA and PhD in the same disciplines. Meanwhile he served as the Vice Rector of Collegio San Paulo in Via di Torre Rossa.
He was nominated Co-Adjutor Bishop of Masaka Diocese on Holy Thursday 13th April 1995. He was consecrated by the late Rt. Rev. Bishop Adrian Kivumbi Ddungu, assisted by H.E. Emmanuel Cardinal Wamala, the then Archbishop of Kampala Archdiocese and the Late Rt. Rev. Paul Kalanda, the then Bishop of Fort Portal Diocese and Chairman of the Uganda Episcopal Conference. Bishop John Baptist Kaggwa became the Ordinary Bishop of Masaka Diocese on 10th January 1998 and he was enthroned on 22nd March 1998. Consequent to reaching the canonical retirement age, Pope Francis accepted his request to retire on 16th March 2019. He was succeeded by Rt. Rev Serverus Jjumba. He died on 20th January 2021 and was buried on 23rd January 2021 at Bukalasa Cemetery Chapel.
